		<description>Did you find the conference useful in the end?

What were some of the key recommendations out of the conference that you agreed with or did not agree with?

What countries have the most effective policies, what are they?  why do they work?

I spent time in Iraq working with the police before PRTs were implemented there, and I am glad I never had to deal with the headache of international forces, like you guys have in Afghanistan.

		<description>Interesting stuff Tim.  I guess the big theme here is that if it isn&#039;t broken, don&#039;t fix it. That, and teach these folks to fish so they can feed themselves, as opposed to feeding them a fish all the time.

The other thing I think needs mentioning again, is IO for that VBIED.  That raid a month ago, was used by the Taliban to great effect to stir up the population, yet where is the hatred from the local populations when the Taliban kill civilians with these things?  That takes planning to take advantage of a &#039;crisis&#039; like that, as the politicians like to say.  We should be taking advantage of these types of attacks.  S/F -matt</description>
